Request for Proposal of Services
The Topeka Performing Arts Center (TPAC) is seeking an experienced strategic planning consultant to facilitate a participatory planning process that will create a three-year strategic plan for the organization.

ABOUT TPAC
Topeka Performing Arts Center (TPAC) is a 501(c)3 not-for-profit organization that was established in 1988. TPAC is governed by a Board of Trustees that contracts with the City of Topeka to operate the facility and contracts with VenuWorks, Inc., the third largest private venue management company in the nation, to manage the facility. The current Board of Trustees are:

Programming, Fundraising and Capital Improvements are the three primary areas of our need for TPAC.

The Topeka Performing Arts Center’s mission is to foster the performing arts through excellence in programming by providing for the advancement, promotion, presentation, and development of the arts to meet the diverse cultural and educational needs of our community.

Approximately 75% of the students attending TPAC youth, education and outreach programs are “at-risk”. Many schools request funding resources to aid in the cost of transportation and participation fees. No school is turned down for a request. Igniting students’ involvement and interest in the arts is our main priority. Below is a sample list of schools that have attended one or more of our programs:

Public funding of TPAC has diminished by more than 62% and the Board has responded by soliciting private funds and sponsorships to generate revenue to continue the operations of TPAC.

PLANNING NEEDS
Specifically, TPAC is looking for a consultant to provide the following services:
Work with a Strategic Planning Team, comprised of Board Members, Advisory Council members, as well as key management staff. This plan should identify specific fundraising, grantmaking, communication, and programming objectives for the organization to pursue over the next 3 to 5 years in pursuit of its mission.

Conduct a small scope internal and external survey to evaluate TPAC’s strengths and weaknesses and conduct a general analysis of internal and external perceptions of the organization.

Develop a timetable of implementation with specific measurable benchmarks, objectives and tasks to be accomplished to achieve goals. Identify clear, measurable outcomes for how to measure organizational and strategic effectiveness, impact, and success.

Establish a framework and process for the organization’s leadership to effectively implement the strategic plan and monitor progress toward achievement of goals and objectives.

Facilitate all meetings and provide leadership, direction and expert consultation and advice related to the development of an effective strategic plan, including successful implementation.

Deliverable should be a clear, easily consumed, strategic planning roadmap, accompanied by a strategic planning timeline, implementation and evaluation methodology.

CONSULTANT QUALIFICATIONS
We are looking for a consultant who will help us with this planning process in the early part of 2019, through several sessions, surveying, goal development and providing a final plan and action document.

EVALUATION CRITERIA
In awarding a contract for consulting services to develop a long-range strategic plan for the organization, TPAC will examine several factors and criteria will include:
1. The extent to which the proposal addresses the stated management issues and clearly describes the scope of work
2. Specific plans or methodology to be used to perform the services
3. Qualifications and experience of consultant in providing strategic planning development
4. Project cost

APPLICATION PROCESS & PROCEDURES:
Please provide a complete written response to this RFP. Proposals should include:
1. A brief Executive Summary
2. A description of the applicant’s general approach to strategic planning consultation, including methodology, perspective, or philosophy that guides your work with organizations in this undertaking
3. A list of project deliverables to be created with a detailed timeline for each deliverable and overall project completion
5. A detailed budget that breaks out expenses
6. Credentials and qualifications of key personnel who will take responsibility for working directly on this project, including two references

Applicants must submit one (1) original paper copy and/or one (1) electronic copy of the proposal. Please note that TPAC will not return any proposals it receives and will not reimburse applicants for any costs they incur in developing their proposals.

Deadline to submit is Thursday January 31, 2019 by 5 p.m.

Food and Beverage Coordinator

Status: Part-time
Department: Front of House
Reports to: Event & Sales Manager
Non-Exempt

Summary
The Food & Beverage Event Coordinator is responsible for assisting the Event & Sales Manager in all areas of Front of House operations. This person will, consult with event representatives to plan details of events, schedule and coordinate food and beverage staff.

Essential Duties and Responsibilities include:
  • Determines, establishes, and implements service standards for the services of primary focus. Will comply with all Kansas Department of Health and Environment Guidelines.
  • Assist Event & Sales Manager in training and scheduling food and beverage staff to maximize customer service while minimizing building costs.
  • Responsible as House Manager with primary focus on food & beverage for main stage ticketed events occurring evenings and weekends.

Must possess full ability to communicate effectively in the English language orally, electronically, and in normal business forms. The employee must frequently life and/or move up to 25 pounds and occasionally life and/or move up to 100 pounds.
